User Pre-Occupancy Evaluation Method (UPOEM) evaluates quality in the aspects of building technology or construction methods. The UPOEM is using House of Quality (HOQ) that could define users’ requirement, such as, quality, safety, environmental issue, etc. HOQ facilitate to define required performances in terms of technology for designers, whereas it is also able to define required functions in terms of activity for users. This study suggests HOQ model that is based on a suitability assessment if the design is result in satisfactory or unsatisfactory quality.
