Abstract:
This paper presents a characterisation framework for energy efficiency. The framework builds on the definition of energy efficiency and advances the input-output framework. In this paper, energy efficiency refers to the provision of services that meet the minimum quality while saving input energy, whereas services quality was based on are existing legal or industry standards. Energy saving is achieved when input energy (quantity, cost and carbon footprint) are reduced in the provisioning of services. Subsequent to the theoretical formulation, this framework was tested in eight star-graded hotels in the Mpumalanga province, Republic of South Africa. The results show that some hotels which were previously characterised as being energy efficient through existing frameworks were found to be not energy efficient. Thus, the new framework proved to be more effective, reliable and consistent with the generic definition of energy efficiency. Lastly, the framework was found to be building on and advancing from existing frameworks, promoting sustainable development.
