Abstract:

Change issues are critical to the management of construction projects. Several research studies have explored the impact that changes have on an on-going construction project, but not on time conflicts between project participants. This paper aims to identify those change issues that lead to time conflicts between the owner and the contractor of a project. After a general introduction to the topic of this research, this paper starts with a review of previous research studies. Next, a list of change issues was formulated and consolidated by interviews with target respondents. Fifty three respondents were asked to fill in a questionnaire. Sixteen change issues were identified as being related to time conflicts. The findings revealed that the top five critical change issues leading to time conflicts were: (1) schedule changes due to poor planning or scheduling from the contractor's side (C02), (2) schedule changes by the owner/client (O03), (3) changes due to poor and incomplete designs (D03), (4) scope changes by the owner (O01), and (5) changes due to construction errors (C03). The changes originating from the contractor are regarded as the most critical issues that cause conflicts between owners and contractors regarding to time. The outcome serves to clarify which change issues are critical reasons for time conflicts. The expected benefits of this research are to build awareness of these issues on the part of a project team.
