Abstract:
This paper aims at describing various problems of community participation-based poverty reduction through planning phase, implementation phase, and evaluation phase for the government project of rural community poverty reduction. It also aims at describing those of rural community poverty reduction with Paul Shaffer approach which comprises human capital, social capital, economic capital, political capital, cultural capital, coercive capital, and natural capital. It is a case study qualitative research. The data of research were collected through observation, interview, focus group discussion, and questionnaire. The results of research show that there are some problems of community participation-based poverty reduction which is related to the realization of planning phase, implementation phase, and evaluation phase. However, in term of self-supporting development project, the rural poor community is very good at doing the realization of planning phase, financing planning phase, implementation phase, and evaluation phase. In addition, the rural community poverty reduction with Paul Shaffer approach also encounters some problems, namely: the community has a low family economic rate, low knowledge, and low human resources. Furthermore, most of the time is spent by them for working to earn their lives.
