Abstract:

The study focuses on the strengthening the decentralized infrastructural facilities in U2 zone of Jaipur Metropolitan Area in the context of the fast urbanization taking place in the region. The thrust towards fully/semi privatized decentralization needs is required in the era when the Government should act as Facilitator rather than being the provider of services. This analysis is accompanied by elaboration of the provisions of Draft 12th Five Year Plan and Jaipur Master Plan-2025, their implications for functional allocation, Metropolitan Planning and decentralized Management etc. The existing situation in respect of Urban Infrastructure available in the U2 zone is analyzed and the performance of Jaipur Municipal Corporation in its functional domain is reviewed. Based on the detailed assessment of the profile of U2 zone services and the performance of institutions, the critical constraints to effective, efficient and responsive urban infrastructural management are identified and analyzed in terms of the coverage their efficiency, their potential etc. In the light of the analysis of the critical constraints to efficient and responsive management appropriate measures are proposed, under various heads,
