Abstract:
Innovation and technology development are closely related to economic development. Governments in many countries have launched a series of policies to encourage innovation and the development of technology as a mean to generate economic development. These initiatives require coordination and participation of a range of stakeholders, including the government, research centers, universities and companies. This paper shows the development of innovation policies in China and Taiwan as well as the different adaptations that have been made to their national innovation systems (NIS) in the last 50 years, as well as inferred opportunities for technological cooperation beyond borders. Even though both countries started from very different conditions, they both have some common elements.
