Abstract:

Thai economy grows continuously so the development of infrastructure is necessary. Transportation infrastructure can be classified as many systems, this study focuses on the railway system. The advantages of railway system are energy saving, flexible sources of power, less pollution emission, safety, more economical and requires less area. However, the development of railway project needs to know the preliminary cost for analyzing the project feasibility. The reliable model of preliminary cost estimating can be used to make the project decision, select the best option, perform feasibility study, set the standard price and verify the bidding price. In Thailand, the most comprehensive system is diesel railway system while other systems such as electric system, subway and other mass transit systems are usually located in downtown. Therefore, the accessibility of these systems is low when compared with the diesel railway system. For the double track railway, the rail system is constructed parallel with the original track and it does not need to invest in the land again. Therefore, it can save the land investment cost and can increase the transport capability. The objective of this study is to develop the framework of preliminary cost estimating for the structural and road works because they are the main cost package in investment cost. The framework can be generated by using many techniques such as multiple linear regression analysis, simple linear regression analysis, artificial neural network and simplex optimization. The generated framework can be used to preliminary cost estimate of the structural and road work for the double track railway project. In addition, the research found estimating models that help to calculate preliminary cost estimate. Moreover, the estimator can use the framework to verify the bidding price from the contractor.
