Abstract:
A cluster is a composition of firms founded on the knowledge, relationships, and motives of several organizations engaged in a particular product market in a particular location. Each firm of the cluster is a single system. That is, a cluster is a constellation of several systems, a network of systems existing within each other. That combination is thought to produce ongoing superior innovativeness. The success of the cluster requires successful management at the single system level, successful management of the cluster and appropriate regional management as a part of the environmental system. That is, the cluster
system is also dependent on its environment both at micro and macro levels like any other firm. To be successful at the macro level presumes proficient management at the local level too. The effectiveness of the system can be evaluated in terms of input, process and output effectiveness. A successful management team must take each of these dimensions of effectiveness into account. This paper reports the views of entrepreneurs, trade promoters and representatives of industrial and commercial activity as well as municipal decision makers, on whether common success factors exist for the management of clusters and on which success factors are the most important.
