Abstract: 

This article is an excerpt from the Author’s Doctoral Dissertation. It describes and compares the graduate schools of Education of Okayama University and Palawan State University along the eight areas of governance: mission, faculty, curriculum and instruction, students, research, library, physical plant and facilities, and administration. The guiding framework of this research is the significance of perceptions and its role in clarifying problems related to current reality.
