Abstract: In higher education institutions, development of e-learning content used for teaching online is inevitable. However, the development of e-learning content is not as straight forward as face-to-face learning material: It requires involvement of subject matter experts, instructional designer, graphic and multimedia designers. Besides that, e-learning content development consumes more times compared to conventional learning material. This survey based research study had been conducted to identify issues and challenges in developing e-learning content in one of the private higher educational institutions in Malaysia. Interview sessions were then conducted to further understand issues and challenges faced by participants of the study. Findings derived from descriptive analysis and interview sessions indicated that several main issues should be addressed such as technical ability, implementation of educational theories and models, choosing appropriate e-learning development software in order to ensure e- learning content quality. On top of that, a rapid e-learning tool had been proposed by many participants to quicken e-learning development phase, eliminating several issues and challenges in e-learning content development
