Abstract: This paper describes a representation of a model describing how learning environments develop within the contexts of ever-changing influences. Learning environments are defined as places (both physical and virtual) where learning occurs. Change is described as the factors that influence how and when students do their learning. Learning is described as a series of events with changing variables where students gain skills and knowledge to help their cognitive development and fulfill the purpose of their education. Media, instructional tools, and educational facilities provide the means by which change is introduced to instruction. Design for such learning environments encourages instructors to consider proactive options for developing interactions among learners, teachers, and the widerworld. Design is meant to be developed from a series of questionsand tests about how learning can be most effectively and efficiently achieved. The double-helix model for learning environment design is introduced in order to bring order to the process of change development.
