Abstract:
This paper briefly examines the movement toward early e-learning programs and the corresponding development of global e-learning methodologies. This background is presented as an introduction to Vietnam's unique approach to developing a nationwide e-learning system--the TOPICA Project--which was created through a collaboration of both internal and external educational resources. The diverse academic program offerings of the TOPICA Project and the collaboration of the member universities are examined as well as planned program enhancements including development of assessment systems.
