Abstract: In 2012, a health center for workers was set up to help workers at small business sites maintain and promote their health. This study set out to build a model to reinforce workers’ empowerment of healthcare at small business sites with a focus on health centers for workers based on the community organizational development theory. The study conducted a survey with 408 workers at 39 small business sites in the B area and analyzed their results with a structural equation. The findings were as follows: A structural model of elements influencing the workers’ empowerment of healthcare at small business sites was organized as follows: an increase in their community capacity led to an increase in their health issue participation and relevance(0.388) and their reinforcement of healthcare empowerment(0.250). An increase in their health issue participation and relevance resulted in an increase in their reinforcement of healthcare empowerment(0.756). An increase in their critical consciousness led to an increase in their health issue participation and relevance(0.118). An increase in their community capacity resulted in an increase in their issue selection(0.563), which in turn led to an increase in their health issue participation and relevance(0.250). The model, which was constructed based on the elements of community organizational development theory around overall health centers for workers and designed to promote the reinforcement of empowerment through the elements, seems to have achieved noteworthy results. Based on the findings, the study made the following proposals for directions of health centers for workers and community networks
