Funding Sources for Non-State Actors working on HIV prevention and mitigation in Nigeria

Abstract:
A myriad of non-state actors (NSAs) work to prevent and mitigate the effects of HIV in Nigeria. The activities of these NSAs have grown dramatically as funding for their work has become more available in the context of PEPFAR, the Global Fund, and World Bank funding. As these opportunities have increased, the Government of Nigeria (GON), along with various international donors, wanted more information on the different source of funding that NSAs access in order to gain a more complete understanding of how Nigerian NSAs conduct their work.

Many NSAs categorize their donors and projects in ways that do not necessarily correspond to those generally employed by the GON or international agencies. Qualitative and quantitative interviews carried out with NSA representatives indicated that many NSAs’ contacts with national or international actors in HIV programming in Nigeria are quite limited. Therefore, those who organize or work for Nigeria’s NSAs are often not familiar with the complex webs of funding that link the bilateral, multilateral, and nongovernmental organizations that are active at the national level.
