Abstract: The main objective of this paper is to identify and discuss first line management in the public sector in Denmark. A central theme in discussions about leadership in the municipal sector, and in the public sector in general, is the degree to which the sector is moving towards professional managers, also among first line managers, at the expense of traditional leadership patterns, where the manager typically takes part in daily work. The data collected for this paper consists of a structured observation study conducted among 50 first line managers.
