Abstract:

This research study aims to compare the implementation of the community – based enterprise in Thailand, on project One Tambon One Product (OTOP) with One Village One Product (OVOP) which is the community – based enterprise in Japan in terms of Human Resource Development. The in-depth interviews of 61 OTOP leaders whose their products are classified as Product Champion (OPC) of 4-star and 5-star in textile fabrics business, northeastern of Thailand. The data were analyzed by content analysis to interpret and compare with data from OVOP, which is the successful and sustainable project on community development from Japan. The results show that to make more success and sustainable of OTOP in terms of Human Resource Development, the leadership skills need to be focused. The OTOP leaders should have creative thinking skill, let the members participate in planning operation and product creation, decision-making, choosing product to sell in the market, and developing new products. Additionally, a sense of ownership is needed to be created.
