Abstract: The assessment of impact of initiatives that aim at promoting economic growth and regional competitiveness in developing economies remains contentious. Only relatively recently have agencies such as CIDA (the Canadian International Development Agency) introduced systematic and structured approaches to the measurement of funded initiatives. This paper presents a brief review the status of the impact measurement. From the findings of this review, a framework for assessing impact in terms of a cascading chain of results is developed. Its purpose is to review and assess initiatives in the Palestinian context. To that end, this paper discusses its application to primary field research that probes the state of impact assessment in various Palestinian institutional sectors, including the private sector, governmental, academic and NGO sectors. While this work is still in progress, this paper discusses some preliminary analysis findings of two studies that (1) provide an overview of initiatives currently running (or recently completed) in Palestine, and (2) a survey of studies that focus on an assessment of these initiatives.
