Abstract: Matters of strategy and entrepreneurship are receiving increased attention within the public sector. This paper’s purpose is to advance the understanding how strategizing unfolds in the public sector, an area scarcely researched. The context constitutes of a Swedish public Strategy of Entrepreneurship in Education. With help of the concepts content and process and their relation, the study investigates how entrepreneurship is implemented in the school setting demonstrating expressions of strategizing; how everyday activities are performed and change the outcome of strategy in practice. The paper makes a theoretical contribution to the field of strategic management in public sector and strategizing research by displaying the practitioners’ four main central practices important when it comes to implementing strategy in the public sector. It also enhances the knowledge on how governmental entrepreneurship initiatives are implemented in public settings.
