Abstract: From the internet technology to smart phones, communication technology has rapidly developed. It has changed people's communication forms and the ways of obtaining information. It has also changed the ecological environment for workplaces and affected journalists' job competences. From the perspective of human resource managemnet, this study argues that priority should be given to increase human capital of media. Human capital is the success key of organizational competitive advantage and job competence has positive influences on job performance and efficiency. Based on this study, the diversification of journalists' job competence should be expanded to cover competences such as photographing, photo editing, internet and other multi-skills. In addition, journalists' operation is moving towards a teamwork structure. Therefore team competence must be improved to encourage knowledge sharing and innovation. Last but not least, management competence is taken into consideration. High job autonomy of journalists requires good self-management, whether it is on a personal or an emotional level. The purpose of this study is to integrate the context of current information technology changes and to construct a job competence model as a supplement to the traditional job competence model. Whether it is theoretically or practically, we hope the journalist competence model will be an important tool to change the chaotic situation in media.
