Abstract:
As ASEAN is seen as a regional organization in the frame of globalization, it is interesting to discuss the dynamics surrounding human rights question. As a permanent involvement towards their promotion has been made by ASEAN communities, one can still reflect on their effectiveness. In this paper, we propose to understand this gap not necessarily through the opposition between universal and Asian values, but merely by the conception of the power of the state. In order to be able to apprehend global realities that both take place in western and Asian countries, we propose that cosmopolitanism may replace universalism logic.
