Abstract: Environmental protection and economic development are equally important and interdependent. Both environmental and economic conditions have to be maintained and evolved in equilibrium in order to achieve the sustainable development for human society. Trade without environmental consideration leads to short-term economic growth but long-term environmental and economic degradation. International efforts, multilateral and unilateral actions, have been made to integrate environmental norms into international trading system. Nevertheless, such integration is not yet implemented in Association of Southeast Asian Nations (ASEAN) due to its inefficient structure as well as its member states’ political preference and financial and technological incapacity. To achieve the objective of sustainable development and secure the living standard in the region, member states have to integrate environmental norms into trading system of the region through the exercise of national jurisdiction or the modification of ASEAN’s structure.
