Abstract:
Public policy needed to chicken farming’s problems in Blitar Regency, East Java Province, Indonesia is very important. Blitar Regency is able to supply chicken eggs as many as 70{6e6090cdd558c53a8bc18225ef4499fead9160abd3419ad4f137e902b483c465} for province and 30{6e6090cdd558c53a8bc18225ef4499fead9160abd3419ad4f137e902b483c465} for national. But, reality in the field showed that farmers often suffer losses and are pressured by their partner. Focus of this paper is to describe what and why these conditions occur and what policy which is needed to solve these problems. The used method in analyzing these problems is through mixed approach, from quantitative to qualitative. Quantitative approach uses analysis of Location Quotient and Shift Share analysis whereas qualitative approach is through interviews and empirical studies. Results of this research showed that chicken farming in Blitar has comparative advantage which is able to export to other regions, but the competitiveness is still low. In terms of public policy, central and local government only support the early stage in the form of establishment area of chicken farming industry, livestock license, and inviting investors who could make chicken farming grow rapidly. But government does not provide further regulation to protect farmers from the exploitation of their partner and broker who make them loss. Therefore, government should reform the policy to protect farmers and increase their productivity.
