Abstract:

This paper considers the problem of finding an optimal assignment of Wide-Area Evacuation (WAE) centers for Kyoto city, Japan. The motivation, mathematical model, data collecting, method, solution and future works are discussed. Google Maps, Google Distance Matrix API, Gurobi Optimization, as well as human effort, are heavily used in this approach. The result, an optimized assignment map, is publicly available at http://www. gsais.kyoto-u.ac.jp/staff/liang/maps/kyoto.html. This approach can also be applied to other cities.
