Abstract:

Nuclear energy development in Malaysia is improvised recently as a result of governance acceptance and support since 2000 in order to solve energy crises. In spite of that, issues regarding on key public acceptance and risk perception are the main impediment in fulfilling these obligation. Besides this, nuclear plant safety precautions are outlined according to Malaysian context. Method of research are based on critical analysis of literatures and Soft System Methodology (SSM) in order to understand and investigate appropriate methodologies and approaches from Systems Thinking perspective. Consequently, this paper depicted that system dynamics is one of the most appropriate analysis tool in developing nuclear emergency preparedness and response plan (EPR) framework in the future and widely recommended by the nuclear industry meeting the terms of nuclear power plant (NPP) socio-technical aspects. Currently, various findings show that certain emergency preparedness education and awareness must be instilled among the society. Besides that, pertaining highly risk or vulnerable population groups are focused while developing the considered framework. However, further works and recommendations must be outlined to testify the reliability and validity of the framework itself.
