Abstract:
This paper explores the widely assumed but insufficiently proved relationship between accountability and service delivery (i.e. performance) in local government. Two village councils in the Indian state of West Bengal are compared with each other to yield insights on the determinants of local government performance and the salience of accountability as a determinant of such performance.
