Abstract:
This paper argues that citizenship rights can be understood as property rights that are amenable to sale and purchase in much the same manner as commodities such as gold or corn. Through a conceptual study, the paper examines the feasibility and consequences of an open market approach whereby individuals are able to buy and sell citizenship in states of their choice. It concludes that while such an approach would be consistent with the core values of citizenship, its effective operation would require strong regulation to avoid the negative externalities that would result from the unfettered commercialization of citizenship rights.
