Abstract:

The presentation focuses on the problem of the quality of democracy in Poland, based on the activity of the Committee for the Defence of Democracy (KOD). Authors are interested in the mechanism of negotiation and grouping of individual interests in the policy packages of sorts. Itis the foundation of political stability of the governance system. Their multitude is one of the guarantees of the democratic balance. Forms of KOD’s activity are subjected to a confrontation with the American political theories (cf. R. A. Dahl, 1956) and also with the European variant of the same theory (Bartolini, Mair, 1990). The aim of this work is to define the specifics of diversity between different interest groups in the process of institutional aggregation which articulates the demands of democratic pluralism. Defense of democratic standards is one of the purposes behind KOD’s actions. It has become a question of the quality of communication between policy makers and the society. It is also a question of democratic balance in Poland. The presentation analyzes the role of state authorities in that proces through the prism of pluralistic concept of democracy which is in fact a rule of minority that is able to create coalitions composed of different minority groups. These configurations are mostly unstable and they determine the durability and quality of democracy.
