Abstract:
South Asia has been afflicted by a range of violent separatist movements that have all benefited from material support from neighboring or geographically proximate states. This paper examines the nature and extent of this support and questions the degree to which it has advanced the interests of states providing it and the groups that are its ostensible beneficiaries. It concludes that leveraging ethnic and religious divisions in neighboring states may provide short term advantage for intervening states.
