Abstract:
This paper presents a case-study on internal developments within the National Assembly for Wales [between 2005 and 2007] that put the basis of the first holistic strategy for the organization. It uses a neo-institutionalist perspective to investigate the strategic management approach employed by the political and administrative leadership of the Assembly in the process of reorganization, and unveils a paradigmatic shift from ‘strategy follows structure’ to ‘structure follows strategy’. This paper explores links between strategic management in public sector institutions and institutionalism, highlighting a case of long-term planning in a notorious shot-term thinking institutional context.
