Abstract: A huge of small and medium enterprises (SMEs) in general adopt outsourcing strategies for their non-core business, as well as allocate their primary resources on developing core competencies and thus create distinct competitive advantages. In this context, application service provider (ASP) thus is an emerging type of information technology outsourcing that offers information service to business clients in minimizing cost of information system maintenance and procurement. However, according to previous literatures are concentrated on the Internet and information technology application, few studies have been done on the decision-making of information technology outsourcing. For most travel agencies, an adequate understanding of investing information technology outsourcing is critical to today’s organization success. Therefore, this study will first conduct literature review and expert interview to develop a factor hierarchical framework based on influential determinants, and then design a pair-wise comparison questionnaire. In order to understand the importance of influential determinants and further identify critical success factors (CSFs) of ASP service adoption, the questionnaires will be distributed to firm’s executives who have used ASP service in travel agencies. Furthermore, this study will apply fuzzy analytic hierarchy process (FAHP) to calculate the relative weights of each determinant to identify the CSFs. Finally, the empirical results of this study will provide a valuable reference for travel executives to successfully allocate optimal resources on building core competitive capabilities, developing distinctive competitive advantage as well as enhancing organizational performance.
