Abstract:

Background: The lack of professional commitment and development has become a significant causative factor for nurses increasing turnover rateand shortage of nurses. In view of the increasing numbers of hospital and community hospital services over the next few years, shortage of nurseswill become a serious challenge to the effectiveness of any healthcare system.One waytoimprovetheprofessionaldevelopmentandreduceturnoveris through effective clinical supervision. Clinical supervision traditionally started from western countries, providing nurses with professional development and career progression. Furthermore, clinical supervision when performed properly would be able to resolve some of the job base issue faced by nurses. The implementation of clinical supervision would increase the support given to the nurses and provide career development. Aim:The aimof thispaper is to reviewthe currentmeasures for professional development of nurses in Singapore hospital and to discuss the possible implementation of clinical supervision in Singapore healthcare setting. Design: A literature search using five databases (‘EBSCOhost MEDLINE with full text’, ‘PUBMED’, ‘Ovid’, ‘EBSCOhost CINAHL Plus’ and ‘Cochrane Library’)was conducted.The searchwas limitedto theuse of ‘full text’ and articles within the timeframe of 10 years. Using keywords ‘clinical supervisor’, ‘clinical supervision’, a total of 64 articles were generated. Of these 63 articles, 9 articleswere identified out. These paperswere appraised using the Critical Appraisal Skills Programme (CASP) tools checklist. Results: The majority of studies reported a deficiency in nurses’ knowledge towards the concept of clinical supervision. On top of that, time has been found to be a barrier affecting the implementation of clinical supervision. It is argued that due to the lack of time, supervision is not carried out regularly. Thus, causing ineffectiveness to the implementation of clinical supervision. Support from the managerial level is found to be indispensable in the success of implementing clinical supervision. Non of the papers identified were from Asian countries, indicating the lack of implementation of clinical supervision in Asian countries like Singapore. Conclusions: Nurses professional commitment and development in Singapore were found to be inadequate. Within the role of nursing clinical supervision, professional and career development has been identified as the key value of improving clinical practice. The implementation of clinical supervision effectively enhances retention of nurses and further leads to a positive benefit of reducing emotional burden of practicing nurses.
