Abstract: There is a concern on the need for a global city to formulate urban cultural regeneration strategies to transform idle or abandoned campuses into cultural consumption spaces, which help build a city that characterizes cultural innovation, space revitalization, exhibition and performances in combination with the local culture. This study focuses on the case of the Dadong Culture and Arts Center in the Kaohsiung City of Taiwan using the SERVQUAL instrument of the PZB service quality model to draft a questionnaire. This study uses the Impact Range-Performance Analysis (IRPA) and Impact Asymmetry Analysis (IA) to evaluate the service quality of the Center and to explore what needs improvement. The results show that the Dadong Culture and Arts Center does not have a focused and definite development orientation and policies that lead to the lack of its own unique characteristics. The Center does not satisfy the actual needs of urban residents well either, such as parking space provision, integration of the community surroundings, information disclosure on its official website, and especially the conversion of the neighborhood into a heritage district.
