Abstract: “Resilience” is usually realized as the potential of a system to identify and absorb shocks and stresses without changing its basic functionality or shifting to different states. It is originally an engineering term, while now is well-recognized in the scope of urban planning to evaluate the sustainable development process of social-ecological system (OECD, 2013). Urban area nowadays become increasingly vulnerable to economic, environmental and social disturbance, it is imperative to introduce the concept of “resilience” in city planning practice. This paper first aims to explore a clear definition of “resilience”, and to develop a framework in evaluating city’s resilience level. This paper also interprets how certain attributes contribute to a general framework of resilience. Then, an established framework is applied to evaluate “resilience” level of Hong Kong, as a case study. Under Hong Kong’s context, “Responsive Management” and “Administrative Structure” are the core in developing the idea of resilience. “Responsiveness”, “Social Interactions and Communication” are also significant attributes. Through this study, it is obvious that uncertainty is the nature of urban isturbance and disaster; therefore, a “scenario-based” practice should be carried out and incorporated into an intelligent urban reacting mechanism. The scope of resilience should continuously be updated to reflect new issues and threats, with improvement in the learning capacity of the urban responding system.
